Immigration Requirements
After receiving your DS-2019 from USF, it is time to prepare to come to the Tampa Bay area.
(Before Arrival) Get Your J-1 Visa or Transfer J Status to USF
If you are outside the US:
- Pay the
- Make an appointment for a J-1 visa at a US Embassy or Consulate.
- After receiving the visa stamp in your passport, make arrangements to arrive in Florida.鈥 Tampa International Airport is the closest airport.
- You and any J-2 dependents may enter the US up to thirty (30) days before program start date on the DS-2019.
If you are inside the US:
- OIS will work with your J-1 program sponsor to arrange transfer of your SEVIS record to USF.鈥
- Your category, subject/field code, and program objective cannot change.鈥
- 国产短视频will not be able to produce the final DS-2019 until you arrive at USF.
Report to OIS for Document Check
Mandatory Document Check
- Once you have completed the required e-forms, please email j1visa@usf.edu to arrange a Document Check. We will then schedule a virtual meeting via Teams to review your uploaded documents.
- During Document Check, OIS will 鈥渁ctivate鈥 your SEVIS record.鈥
- Two days (48 hours) after SEVIS activation, you can apply for an SSN number at the local SSA office. See the J Scholar Social Security Information handout for more information.
- After Document Check and after applying for your SSN, you may complete Right Start with Human Resources if you are employed at 国产短视频and any department on-boarding.
Attend Your OIS Orientation
Mandatory Orientation
- OIS conducts Scholar Orientation, normally on the second Tuesday of each month.鈥
- Scholars are required to attend the next available session.鈥
- Dependents are welcome to attend the orientation.
Update your U Number in iStart
- During your first week with your new 国产短视频department you should be provided with your University ID Number (U Number) and a Net ID. Once you have your U Number, login to iStart and complete the Update your U Number E-Form to complete the scholar checklist. This step is mandatory in order to allow you to use iStart resources as a continuing scholar at USF.

Scholars should comply with U.S. federal regulations governing their specific J categories to maintain lawful status during their stay.鈥 The following is a summary of these regulations as they apply to scholars.

Initial Registration Requirements
All new Scholars must complete the J-1 Scholar Check-In Process with International Services within 30 days of the start date on the DS-2019. 鈥疶his process includes a mandatory in-person document check and orientation.
Program Objectives
Scholars must pursue the program objectives as stated on the DS-2019. Changes in program objectives are generally not allowed by the US Department of State Exchange Visitor Program.
Restrictions on Employment
Scholars should not engage in any employment that is unrelated to their original program objectives. They are permitted to work at the location(s) listed on the DS-2019 only.鈥 鈥疭cholars must obtain prior written authorization from International Services for additional employment that is in accordance with the regulations (see Occasional Lectures or Consultations below for more information).
Maintaining Required Health Insurance
Scholars and their J-2 dependents are required to carry medical insurance that meets specific federal minimum requirements for the duration of their program.鈥
Change of Residential Address
Immigration regulations require that all non-citizens report any changes to their residential addresses, phone number, and email within 10 days. 国产短视频Scholars may report these changes via the 鈥淯pdate Local Address (Scholar)" e-form in iStart. 鈥疭cholars sponsored by other Fulbright, IIE, or other US agencies should contact their program sponsors directly regarding change of address.
Program Extension
Scholars may apply for an extension to their DS-2019 if the sponsoring department wishes to extend the stay and the J category allows extension.鈥 The sponsoring department should login to iStart to complete the at least one month before the current J-1 status expires (date as noted in section 3 of Form DS-2019).
Required Travel Documents
Please review the travel information page before making plans to travel abroad. 鈥疭cholars need a travel signature on their DS-2019 to travel.鈥 Signatures may be obtained by completing the 鈥淭ravel Signature Request鈥 eform in iStart.
Program Completion
Scholars ending their J-1 programs should fill out the J-1 Scholar Departure Notification E-form in iStart. Scholars and their J-2 dependents must depart the United States by the end of the 30 day grace period after the DS-2019 end date. Health insurance must be in place through the DS-2019 end date.
Transfers from 国产短视频to Another Institution
Scholars may be eligible to switch program sponsors if they maintain their original program objective and remain in the same J category. 鈥疭cholars who intend to transfer from 国产短视频to another US institution must complete a. Scholars must complete the transfer process prior to beginning their program at the new institution and prior to the end date of the current DS-2019.
Transfers to 国产短视频From Another Institution
Scholars who intend to transfer to 国产短视频from another U.S.鈥痠nstitution to continue in the same subject of research must complete the transfer before beginning their USF program. The sponsoring 国产短视频department should complete the istart scholar application process, and the scholar will include their current information in their part of the application.鈥疘nternational Services will contact the other institution to discuss transfer of the DS-2019 to USF. The J scholar is encouraged to discuss transfer out procedures with the current institution.
Occasional Lectures or Consultations
Scholars in Short-Term Scholar and Research Scholar/Professor categories may participate in occasional lectures and short-term consultations at off-campus locations if they do not interfere with the current activities and are approved by the sponsoring department and International Services. The term occasional is generally understood to refer to single events rather than an ongoing activity. To request permission for an off-campus lecture or consultation, you will need to submit the following to International Services:
- Letter from current faculty sponsor or department head that confirms the lecture or
consultation is directly related to your principal activity, is indeed incidental,
and will not delay completion of your program.鈥 The letter must recommend approval
and explain how the proposed activity would enhance your program.
- Letter of offer from the sponsor of the lecture or consultation describing the terms and conditions of the proposed activity, including the duration, the number of hours, the field or subject, the amount of compensation, and a description of the activity.
If approved, you will receive a letter granting you permission. To be paid, you must be an independent contractor and would use the letter as authorization to receive compensation.
212(E), Waivers, Bars
212(e) 鈥 Home Residency Requirement
After completing a J-1 program in the US, some J-1 scholars and their J-2 dependents are required to live in their home country for a period of two years before they are eligible to apply for immigrant status (US Permanent Residency or 鈥済reen card鈥) or work visas (H, L or K). This requirement, also known as the Home Residency Requirement, is meant for the home country to benefit from the scholar鈥檚 experience in the US.
212(e) does not apply to all J-1 exchange visitors. If you are subject, there may be a notation on your DS2019 and/or visa. Please note that you may not change to another nonimmigrant status in the US. This requirement applies to you if:
- You have received funding from the US or your home government;
- Skills in your subject of research are needed by your home country as noted in the US government's ";" or
- You have received graduate medical education or training in the US.

Waiver of 212(e)
To request a waiver of the Two Year Requirement, you must file a .
Do not apply for a waiver unless you have guaranteed plans for H, L, K, or permanent residence status. Once you receive a recommendation for the waiver, you CANNOT extend or transfer your J-1 status.
Bars
The 12- and 24-month bars determine when a J-1 exchange Research Scholar or Professor is eligible for a second visit to the US.
J-1 Professors or Research Scholars are barred from participation in the same category for two years or 24 months from the end date of their programs. For example, a Research Scholar with program dates of August 1, 2018 to July 31, 2019 will not be able to return as a J-1 Research Scholar or Professor until July 31, 2021. This also applies to J-2 dependents. This is a different rule from 212(e), the two-year home residency requirement. The bar does not prevent individuals from returning to the United States in any other visa status.
J-1 regulations also state that scholars and dependents who participated in a J program for more than six months are not eligible to return to the US as a Research scholar or Professor until 12 months after exit from the US. Time spent in the J-1 Short-term Scholar category does not count towards the 12-month bar. The 12-month bar does not prevent individuals from returning to the United States in any other visa status.
