Bio
Donald E. Mullins is a Ph.D. candidate (ABD) in politics and international affairs at the ¹ú²ú¶ÌÊÓƵ's School of Interdisciplinary Global Studies, concentrating on American politics and public policy. His research specializes in legislative behavior, drawing on the Fenno tradition, and state-level politics with a particular focus on Florida.
With over 20 years of experience across various levels of government, Donald has provided consultancy services to the Republic of Palau, multiple U.S. federal agencies, and numerous state and local governments. His expertise spans political campaign operations, emergency management, healthcare regulatory policy, academic medicine, and government relations.
Donald serves on the steering committee of the Association of American Medical Colleges' Group on Government Relations, where he is the Immediate Past Chairman. He is also an active member of the American Political Science Association, participating in sections on State Policy and Politics, Health Politics and Policy, and Qualitative and Multi-method Research. Additionally, he is a member of the American Society for Public Administration.
Currently, Donald is USF’s Assistant Vice President for Health Affairs & Government Relations and Deputy Chief of Staff in the Office of the ¹ú²ú¶ÌÊÓƵExecutive Vice President for Health. He also serves as an Assistant Professor of Practice in the ¹ú²ú¶ÌÊÓƵCollege of Public Health, an Adjunct Professor of American Government, and a Resident Adjunct for Health Care Policy.
A lifelong resident of the Tampa Bay community in Florida, Donald is an avid outdoorsman, a passionate turophile, and a proud Life Member of the USF
¹ú²ú¶ÌÊÓƵ Association (’20). Married to his wife, Vickie, since 2002, they are the proud parents of two daughters, Reagan and Avery, and their Bernedoodle, George.
